This keeps the VAR from spending money on getting their salesperson out to your location, then setting up the resources with ACME, in some cases paying a share of the costs of getting an ACME SME to fly in to give you a product demo, etc, only to have you go to their competitor to place the order. That locks them into getting preferential pricing, since they were the ones who paid someone to come out and get you interested in the first place.
